Found this on lotpro.com, good site to find all options available for any car. When you order a base model car, you have the option to opt for the 301A package. It's still a base model so you don't get the aluminum dash or the LCD screen in the dash with track apps etc. but you do get Sync and some other stuff.
300A EQUIPMENT GROUP ORDER CODE -inc: base vehicle
301A EQUIPMENT GROUP ORDER CODE -inc: 6-way pwr driver seat, auto-dimming rearview mirror, SYNC voice activated communications & entertainment system w/Bluetooth capability, steering wheel audio controls, USB port, audio input jack, 911 assist, vehicle health report, turn-by-turn navigation, real-time traffic

Nice. Going to have to bookmark that site. Thanks for the clarification. This car above is a 301a with that stuff listed above. Looks to be a pretty good deal for me well within his budget with most of the options he wants and it's local.

Why anyone would buy or order a 13 without track apps is beyond me, might as well get a V6 too

That's abit of an extreme statement in my opinion, but okay. lol.
The only thing I think that would be useful out of that track app is the a/f wideband for tuning if one is planning to tune their own car. The rest of it is just fun gadgets.

Hey now! I would've loved to have track apps, but unfortunately Ford is retarded, and doesn't offer it on base models. If they were smart, they would sell a lot more of they did.
I didn't want leather, and I didn't want the pony lights. I DIDN'T want to pay an extra $4k for the track apps and power driver & passenger seats, when that's all I wanted from the premium.
