No check engine light is on, battery hasn't been disconnected not sure if its a exhaust issue that's causing the car to fail. Here's the inspection sheet.

I'm assuming you have an off road x or h pipe? If so, then the rear O2's need to be turned off in the tune. That's what we had to do to get mine to pass.

Whoever is doing the calibration doesn't know how to turn all that off. Changing the value of just one scalar will make nearly every monitor shows N/S, and N/S counts the same as PASS.

From what I could tell when I met up with im the other day, it appears that he X pipe has high flow cats, so I think this may be part of the issues?...

Very possible if they intentionally left all the monitors enabled, expecting it to work like stock, which it often doesn't.

We are assuming you have an aftermarket tune? Do you? Or is it stock?

I want to say I've heard other people having issues with with high flow cats and passing inspections.

He bought the car used, of which it was already tuned by Lonestar Performance.

DirtyD is correct I bought the car 2 months ago the previous owner had all the mods and tune done by Lonestar performance (which I'm not happy with). Could that be fixed with the handheld programmer?

Not something the end user can change on a handheld, you'll need a calibration with this stuff already turned off loaded onto the handheld, then flash the car with the new calibration.

No. More than likely what is happening is the voltage on your 02's is still high enough for the car to be in not ready mode causing the code. That is something your tuner will have to fix for you.
