People think by saying they're running in Mexico that they're pulling the wool over law enforcement's eyes but it's nothing more than a term for "street racing". Many YouTube videos say "filmed on a highway in Mexico" when obviously signage in the video is posted in English with many familiar looking interstate signs. I doubt anyone would want to race on a real highway in Mexico.
