Tune and offroad xpipe should put you to 400rwhpish depending if your auto or stick.

Nitrous!

Need a tune to run nitrous so that would be over 700 dollars.

Psshhh, that's nonsense. Next thing you're going to say is he needs sticky tires!

In all seriousness though, I've seen a couple used kits come up for $500 or less. He can get a nitrous tune for relatively cheap since he has the tuner already. Now the street tire thing might be a little sketchy!

Is there that much of a difference between off road and catted when it comes to rwhp or is it just 2-3 rwhp?

I'd say somthing around 5-7 rwhp. With the offroad you get the wonderful gas smell. I really like it in all seriousness.

I'm betting he wants quicker acceleration. :driver:

These cars respond more to deleting the cats that they do to the actual mid pipe itself.

OP, offroade mid pipe and tune will yield you the best results. If you want to add some used axle backs to change the stock exhaust, they will help a little bit more

If you have free tunes get a CAI and offroad xpipe that's all I got and you'll be under $700 mine makes 410 with that setup. After that you need to start looking at lighter wheels or a power adder.
